## Summary

**Expands summer meal access by making *all children* eligible and permitting non-congregate meal service.** This bill would also add flexible monitoring options and direct the department to update regulations to reflect those changes. - Families and children: All children would be eligible to receive summer meals, and programs could serve meals outside congregate settings to reach more kids. - Program sponsors and operators: Sponsors would be allowed to conduct food-service monitoring onsite or offsite, and the payments subsection would be reorganized without changing payment authority. - Federal administration: The Secretary would be required to issue or revise regulations to implement these amendments, including rules consistent with 7 C.F.R. 225.15(d)(2) and (3).
