## Summary

**Ends the special H-1B cap exemption for employees at colleges and universities.** The Colleges for the American People Act of 2025 would remove the exemption in INA 214(g)(5) and place H-1B employees of institutions of higher education under the standard H-1B numerical limits. - Colleges and universities would have their H-1B hires counted under the annual H-1B numerical cap. - H-1B nonimmigrants employed by those institutions would lose their exempt status and be subject to the general H-1B limits.
