## Summary

**Increase federal procurement of U.S.-made biobased products.** The Biobased Market Expansion Act of 2025 tightens the Biobased Markets Program to push more federal buying toward domestic biobased goods and to add training, verification, and formal oversight. - For federal agencies, it requires annual increases in biobased-only contracts or purchased volume and mandates training plus federal catalog and data updates within 2 years. The Office of Federal Procurement Policy must verify compliance and report annually. - For U.S. producers and agriculture, it requires biobased products to be produced wholly or in part in the United States and to meet price preference thresholds or Buy American rules. Reporting must estimate the economic value returned to agriculture and map the geographic distribution of biomanufacturing facilities and biorefineries. - For accountability, the Comptroller General must deliver a report to Congress not later than two years after enactment that evaluates implementation, agency compliance, data adequacy, and recommends improvements to expand U.S.-made biobased procurement.
