## Summary

**Incentivizes U.S.-made retreaded tires with a new business tax credit and a federal buying preference to lift domestic retreading.** This bill would create a per-tire business credit and steer government purchases toward retreads to grow demand for U.S. retread shops. - Businesses and fleet owners would be able to claim a new nonrefundable credit equal to the lesser of 30% of the price or $30 per qualified retreaded tire. The credit would apply to tires retreaded and bought in the United States and to tires placed in service after December 31, 2025, through 2028. - Domestic retread shops and manufacturers would likely see more business because federal agencies must buy retreaded tires from the General Services Administration tire schedule when the right size and tread are available. - Federal procurement would change. Agency heads must order a retreaded tire instead of a new nonretreadable tire when a matching retreaded option is on the GSA schedule and the Federal Acquisition Regulation must be updated within one year.
