## Summary

**Gives people entitled to Medicare Part A the right to opt out of that Part A entitlement.** Those who make that election would use forms and processes set by the Secretary of Health and Human Services, could later re-enroll without penalty, would not have to repay any Part A payments made for services before opting out, and could not be required to waive benefits under Title II of the Social Security Act to exercise the opt-out.
