## Summary

**Relocate at least 30% of Small Business Administration headquarters jobs outside the Washington, DC area.** The bill would require that move if the Administrator determines it reduces federal costs and would change pay and telework rules for relocated staff. - Employees: Would relocate at least 30% of headquarters staff to regional duty stations and recalculate pay to the new locality. Relocated workers could not telework full-time and employees with full-time telework as an ADA accommodation are excluded from relocation but still count toward the 30% goal. - Small businesses and customers: Would require locations that promote geographic diversity, including rural markets, and ensure adequate regional staffing for in-person customer service. - Government operations: Would shrink SBA headquarters office space by at least 30% and complete the reduction within two years. It would also require budget justification counts of headquarters staff, field staff, full-time teleworkers, and telework accommodations for disability. - Legal and labor effects: Would supersede other laws and collective bargaining where needed to implement relocations and would not create a private right of action.
