## Summary

**Minimum English proficiency for commercial motor vehicle operators.** This bill adds a mandatory English reading and speaking requirement to the federal qualifications for commercial drivers. It also creates an out-of-service tool so authorized officers can remove drivers from service if they fail the language standard. - Drivers: Commercial motor vehicle operators must be able to converse with the public, read highway signs and signals in English, answer official inquiries, and make entries on reports and records. - Enforcement officers: Authorized officers may declare a driver out of service when the driver is found noncompliant with the English requirement. - Regulatory effect: The bill says the new out-of-service action does not change other out-of-service orders and that existing federal rules and the North American Standard Out-of-Service Criteria still apply.
