## Summary

**Pay for excepted federal employees and certain contractors during funding gaps.** Beginning in fiscal year 2026, this bill would require Treasury to provide enough money to pay excepted employees and allowances when an agency lacks enacted appropriations. - Federal excepted employees: Workers the agency head designates as excepted or performing emergency work would receive pay and allowances during any lapse in appropriations starting in FY2026. - Contractors: Contractors who support those excepted employees and are required to work during a lapse would also be covered, as determined by the agency head. - Agencies and accounting: Treasury advances would come from available funds and agencies must charge those expenditures to their appropriations once Congress enacts full or continuing appropriations for the agency. *Treasury would advance payments during funding lapses and agencies would later charge those amounts to their appropriations when funding is enacted.*
