## Summary

**Guarantee pay and essential support for members of the Armed Forces during any 2026 government shutdown.** This bill would create a temporary FY2026 appropriation to keep active and reserve service members paid and supported when full-year or continuing appropriations are not in effect. It would also cover civilian staff and contractor support tied directly to sustaining those service members. The law would take effect retroactively to September 30, 2025 and the funding would remain available only until regular appropriations for the relevant agency are enacted or until September 30, 2026. - Service members: Active duty and reserve personnel who serve during a lapse would continue to receive pay, allowances, clothing and subsistence, permanent change of station travel, interest on deposits, gratuities, and specified statutory payments. - Civilian employees: Department of Defense civilians and Coast Guard civilians in the Department of Homeland Security whom the Secretary deems necessary to support those service members would be eligible for pay and allowances. - Contractors: Contractors the Secretary identifies as providing necessary support to those members could receive payments to sustain operations.
