## Summary

**Locks in current U.S. tariff rates on certain coffee products imported from countries with which the United States maintains normal trade relations (NTR countries).** This bill would bar any tariff increase above the rate that applied on January 19, 2025 for roasted or decaffeinated coffee, coffee husks and skins, and coffee substitutes containing any proportion of coffee. The measure limits its protection to those listed articles and to imports from NTR countries and uses a broad “notwithstanding” clause to prevent higher country-by-country or emergency tariffs.
