## Summary

**Temporary ban on new offshore oil and gas leasing in three specific planning areas.** This bill would amend the Outer Continental Shelf Lands Act to bar the Secretary from issuing leases or other authorizations for exploration, development, or production in the Eastern Gulf of Mexico area referenced in GOMESA, the South Atlantic Planning Area, and the Straits of Florida Planning Area until June 30, 2032. It preserves rights under any lease issued before enactment and expresses congressional support for withdrawing the named areas consistent with a 2020 presidential memorandum. - Coastal areas off Florida, Georgia, and South Carolina: the named offshore planning areas would be off limits to new oil and gas leasing through June 30, 2032. - Oil and gas companies and developers: cannot get new leases or authorizations in those three areas during the prohibition, while leases issued before enactment remain unaffected. - Federal agencies and BOEM: the new subsection applies "notwithstanding any other provision of this section or any other law" and ties the prohibited areas to GOMESA and BOEM's 2024-2029 National OCS Oil and Gas Leasing Proposed Final Program.
