## Summary

**Gives states broad flexibility to combine and spend federal K‑12 education funds under state law.** - Parents and students would get public, disaggregated reports on student performance and on how federal funds were used to reduce disparities, with the first report due within 1 year of a state's plan and then annually. - States and local education agencies would be allowed to set their own spending priorities across eligible Elementary and Secondary Education Act programs and must remove fiscal and accounting barriers that hinder local consolidation. A state's declaration could last up to 5 years. - The bill would cap administrative expenses for a state plan at 1% of consolidated federal funds or 3% if the plan excludes Title I Part A, and it requires assurances of compliance with federal civil rights laws and equitable participation for private school students and teachers.
