## Summary

**Makes benefit fraud a new ground for denial of admission and for deportation of noncitizens.** It would add a new inadmissibility ground to Section 212(a)(2) and a new deportability ground to Section 237(a)(2) for aliens convicted of, admitting to, or conspiring to commit offenses that defraud the United States Government or unlawfully receive federal, state, or local public benefits as defined by the Personal Responsibility and Work Opportunity Reconciliation Act. - People seeking entry to the United States could be denied admission if convicted of or admitting to fraud against the federal government or unlawful receipt of public benefits. - Noncitizens inside the United States could be placed in deportation proceedings on the same grounds after a conviction, an admission, or a conspiracy finding. - Because the bill references PRWORA definitions it covers federal and state or local public benefits, so benefit use or fraud at multiple government levels is in scope.
