## Summary

**Would block U.S. payments to UN programs in Afghanistan until the State Department certifies that UN cash shipments do not use U.S. funds or benefit designated terrorist groups.** - Would bar voluntary and assessed U.S. contributions to the United Nations for assistance in Afghanistan until the Secretary of State makes the required certifications. - Would require the Secretary of State to certify two things: that no U.S. funds are used in UN cash shipments into Afghanistan and that such shipments do not result in funds going to specially designated global terrorist organizations or foreign terrorist organizations. - Would force revocation and reporting if a certification proves inaccurate, requiring the Secretary to revoke the certification and notify the four specified congressional committees with a detailed justification. - Clarifies who counts as the "appropriate congressional committees" and ties the terrorist definitions to existing law and Executive Order 13224.
