## Summary

**Low-income veteran rental assistance program**. This bill would create a new Section 8(o) program to expand rental vouchers to eligible veteran families through phased income targets and coordination with the VA. - Veteran families: Eligible veteran households would be entitled to rental assistance under a phased income schedule. Limits start at 50% of the extremely low-income threshold in FY2026, rise to 75% in FY2027, reach extremely low-income in FY2028, very low-income in FY2029, and low-income by FY2030; continuing recipients may stay as long as income does not exceed 100% of area median income. - Public housing agencies and funding: Local public housing agencies would administer the vouchers. PHAs may receive service fees up to $4,000 per eligible applicant household adjusted annually for inflation, and the Secretary can designate a PHA where none is available or adequate. - Protections and coordination: Owners of 5 or more units cannot refuse leasing based on voucher status. HUD and the VA must provide an electronic veteran-status verification process, PHAs must share local VA service information, and refer veterans to VA supported housing when appropriate.
