## Summary

**Expands federal support for watershed restoration and flood resilience.** This bill would let USDA fund larger, longer-term watershed fixes, raise federal shares for rehabilitation projects, and reorient regional conservation to protect soil, water, flood resilience, and habitat. - Farmers and landowners would be able to get Emergency Watershed Program help for restoration that goes beyond immediate repairs to improve long-term watershed health and prevent repeat damage. - Flood-prone communities and local organizations would see a baseline federal contribution of 65% of rehabilitation costs, with up to 90% available in limited resource areas, while local groups must cover water and mineral rights and all permits. - Conservation partners and regional projects would get new priorities under the Regional Conservation Partnership Program focused on soil conservation, drinking water and groundwater protection, flood and drought mitigation, and conservation of wildlife and agricultural land.
