## Summary

**Prohibiting employers and unions from hiring or representing unauthorized aliens.** This bill would add new unfair labor practices to the National Labor Relations Act that target the employment and collective-bargaining representation of individuals the Immigration and Nationality Act defines as unauthorized aliens. - Employers: Makes it an unfair labor practice for an employer to employ, recruit, or hire an individual who is an unauthorized alien. Employers can avoid liability by making a good-faith effort to verify status using the employment verification system described in INA section 274A. - Labor organizations: Makes it an unfair labor practice for a labor organization or its agents to represent an unauthorized alien for purposes of collective bargaining. Labor organizations have a parallel good-faith defense if they use the same federal employment verification system. - Workers: States that discharging an employee who is an unauthorized alien is not evidence that the employer acted with animus against the employee's Section 7 rights or against a labor organization.
