## Summary

**This bill would _bar federal grants_** to U.S. states, territories, the District of Columbia, and local governments that arrest, detain, or otherwise deprive the liberty of current or former foreign officials from NATO or a Major Non‑NATO Ally based solely on an International Criminal Court warrant, indictment, summons, or similar process. It would also cut grants when a jurisdiction cooperates with the ICC in effectuating such an arrest, while allowing a narrow waiver process tied to national security.
