## Summary

**Neutral, conflict-free peer review** for Veterans Health Administration care. This bill would require conflicted reviewers to withdraw from case reviews and route certain reviews to a neutral committee at another VA medical facility. - Veterans and families: Veterans would get quality-management reviews run by reviewers without direct involvement in the case, which aims to make findings more impartial and trustworthy. - VA clinicians and peer reviewers: Any individual who directly participated in the care under review or who cannot be objective must recuse themselves from the peer review process. That changes who can take part in local peer review committees and who evaluates a provider's performance. - VA facilities and administration: Each VA medical facility must adopt procedures so that an initial review involving a provider who is a member of that facility's peer review committee is evaluated and finalized by a neutral peer review committee at another VA facility. The bill adds this requirement as a new Section 7311B in title 38 of the U.S. Code.
