## Summary

**Creates a federally coordinated National Strategy to combat scams.** A working group led by the Director of the Federal Bureau of Investigation (FBI) would develop and maintain the strategy in coordination with 18 federal agencies and a broad set of community and private-sector stakeholders. - Families and scam survivors would get a voice in prevention and recovery planning. The working group must gather feedback from survivors, older adults, people with disabilities, and related organizations and evaluate ways to support victim recovery and accessible assistance. - Telecom, financial, social media, retail, and technology companies would face stronger coordination with government. The strategy would push for private-public data sharing, authentication and blocking of scam transactions, and coordinated enforcement and takedown actions. - Federal, state, local, tribal, and international authorities would get clearer roles and shared data systems. The group would define a common definition of "scam", harmonize consumer complaint reporting, assess risks and prevention methods, and must publish the National Strategy within 2 years and update it at least every 5 years.
