## Summary

**Early access to reemployment services.** This bill would let states use the lesser of 20 percent of a reemployment grant or $3.0 million to offer reemployment services and eligibility assessment tools as soon as a person files an initial claim for regular unemployment compensation. It would also bar a state from denying eligibility for that initial claim only because the claimant did not take those early services during the period between the initial claim and the claimant's first compensated week. - Workers and families: Claimants could get job-search help and eligibility checks right when they file an initial claim, rather than waiting until benefits start. This aims to connect people to work faster. - State workforce agencies: States would be allowed to spend up to 20 percent of grant funds or $3.0 million on early interventions and would not have to return those grant funds if a claimant is later found ineligible. - Eligibility and service rules: Adjudicators may not decide a claimant is ineligible for regular compensation solely because the claimant did not participate in early interventions during the pre-benefit period. If a claimant is later ruled ineligible they cannot continue to receive those grant-funded services unless another funding source pays or the services are generally available to the public.
