## Summary

**Gives vehicle owners clear, real-time control and access to the data their cars collect.** It also limits when manufacturers can access or share that data and sets the Federal Trade Commission as the enforcer. - Vehicle owners: Grants access to and control of all covered data generated or processed onboard or transferred to the vehicle at no extra cost. Access must be available via the vehicle’s interface port and wireless where equipped and include an open API that lets owners delete data and set preferences. - Manufacturers and third parties: Bars manufacturer access without strict, written consent unless needed for performance or safety. Selling, leasing, or sharing covered data is prohibited except for warrants, court orders with at least 48 hours to object, emergencies, or affirmative consent. - Enforcement and safeguards: Treats violations as unfair or deceptive acts enforceable by the Federal Trade Commission using its existing authorities. The law protects confidential business information and forbids sharing U.S. persons’ personally identifiable information with specified foreign governments. *Does not authorize new appropriations and directs the Federal Trade Commission to use existing funds, so it is not expected to add new federal spending.*
