## Summary

**A binding minimum annual refugee admission ceiling of 125,000.** This bill would require the President to set a base refugee admission number of not fewer than 125,000 each fiscal year, allow additional arrivals through community or private sponsorship, and create clearer regional priorities and public reporting rules. - Families and refugees: Would guarantee at least 125,000 refugee admissions each year and direct officials to consider the UN High Commissioner for Refugees projected global resettlement needs when setting numerical goals. - Sponsors and local communities: Would authorize additional admissions through private or community sponsorship where sponsors provide initial reception and placement services similar to domestic resettlement agencies. - Federal processing and transparency: Would require regional allocations that reflect UNHCR needs and an unallocated reserve for the Secretary of State, plus quarterly public admissions reports due within 15 days after each quarter and quarterly processing reports with enhanced security check data, circuit ride and interview metrics, processing time statistics, nationality-based approval rates, and a corrective plan if admissions fall below 25 percent of the annual authorization.
