## Summary

**Stops U.S. funds from being used to blockade, occupy, annex, or otherwise assert control over NATO member territory without that ally's or the North Atlantic Council's authorization.** - Would bar the Department of Defense and the Department of State from spending money on operations that seize or control NATO territory unless the relevant NATO member or the North Atlantic Council expressly authorizes it. This creates a clear funding limit on unilateral U.S. actions in allied territory. - Gives NATO allies explicit control over whether U.S.-funded actions affect their sovereign territory. It reinforces allied consent and makes bilateral or NATO-level approval the trigger for such operations. - Seeks to reduce the chance that U.S. actions would fracture the alliance or advantage adversaries like Russia or the People’s Republic of China. The bill keeps a specific exception so the United States can defend itself or an ally against an armed attack or a credible imminent threat.
