## Summary

**Creates a VA Bowel and Bladder Care Program** to support veterans with spinal cord injuries who depend on others for bowel and bladder care while living at home. It would fund trained family or individually employed caregivers, set stipend limits, and require individualized clinical assessments. - Veterans: Eligible veterans enrolled in VA with a spinal cord injury who are dependent on others for bowel and bladder care would receive care based on clinical need. Veterans medically determined to need continuous care for 3 years would be deemed to need that care for life or until a medical provider says otherwise. - Family and individually employed caregivers: Family members and individually employed caregivers could receive a monthly stipend set by the Secretary, capped at the fifth step of the General Schedule hourly rate for nursing assistants at the nearest VA facility. Caregivers must get supportive medical training and are not treated as vendors or contractors under the program. - Home health agencies and program safeguards: Contracted home health agencies could be paid up to VA payment rates under 38 CFR 17.4035. Before denying care the Secretary must obtain concurrence from a designated Spinal Cord Injuries and Disorders Center, and the program must coordinate with other VA benefits to avoid duplication of services.
