## Summary

**Stop cross-state circumvention of parental-involvement abortion laws.** This bill would create federal crimes and a parent-notification framework to deter moving minors across state lines to obtain abortions that avoid a parent's required involvement. - Parents could sue people who take their minor out of state to get an abortion that bypasses the parent's State parental-involvement law. Relief is barred if the parent committed incest. - Physicians who knowingly perform or induce an abortion on an out-of-state minor without the required notice would face fines or up to 1 year in jail. The bill requires at least 24 hours' actual notice or, if actual notice cannot be accomplished after reasonable effort, constructive notice by certified mail and preserves narrow exceptions such as court waivers and life-saving care. - People who knowingly transport a minor across State lines with the intent that the minor obtain an abortion would face fines or up to 1 year in jail, and a separate offense applies where the transporter committed incest. Defendants can assert an affirmative defense if they reasonably believed parental consent would not be required or if there is a court waiver.
