## Summary

**Requires all federal officers involved in immigration enforcement to wear and operate body-worn cameras.** This bill would set technical standards, retention rules, access procedures, accountability measures, and independent oversight for footage captured during immigration and related enforcement activities. - People filmed and their representatives could request footage under the government records access framework. Footage would be kept by default for 1 year and deleted automatically unless it shows use of force, an arrest or detention, or a subject complaint; certain requests trigger an extended retention of at least 3 years. - Federal law enforcement officers and authorized contractors would have to use cameras with automatic activation, audit logs, GPS location, and LTE upload. Agencies must document malfunctions and could discipline officers who intentionally turn off cameras. - The Secretary of Homeland Security would oversee internal accountability, require supervisor training, and produce annual unredacted reports to Congress and the Office for Civil Rights and Civil Liberties with public posting within 30 days. An independent advisory panel on civil rights, privacy, technology, and oversight would provide policy recommendations.
