## Summary

**Phasing out for-profit private immigrant detention** while imposing stronger, public detention standards, faster custody reviews, and new community-based alternatives. The bill would require humane, transparent facility rules and inspections plus limits on how long people can be held. - Families and children: Children under 18 may not be detained in ICE-operated or contracted facilities and must be transferred to the Department of Health and Human Services. Primary caregivers and people deemed vulnerable face a presumption of release and may be detained only if community supervision is shown to be unreasonable. - Detainees' rights and hearings: The bill would require an initial custody and probable-cause hearing within 48 hours with a presumption of release. Bond must reflect ability to pay and the maximum initial removal detention period would be reduced to 60 days with regular redeterminations. - Facilities, contractors, and oversight: DHS would adopt facility-specific standards aligned with American Bar Association guidance and conduct unannounced inspections with public reports. Noncompliant private facilities face fines of at least 10% of contract value and private for-profit detention contracts must be phased out within 3 years.
