## Summary

**Direct local applications to FEMA for property acquisition through a pilot program.** This bill would let eligible local governments apply directly to FEMA for Hazard Mitigation Grant Program funds to buy properties and to demolish or relocate structures instead of applying through states or tribes. - Local governments: Eligible local governments selected by FEMA could apply directly for property-acquisition, demolition, or relocation assistance. Participating communities may join for up to 48 months and FEMA would pick up to 2 local governments per FEMA region, with no more than 1 per state. - States: States must give positive feedback for a local government to qualify and FEMA must consult the state and provide written justification for selections based on prior performance, need, weather risk, and other factors. - FEMA and oversight: FEMA would publish application requirements within one year after enactment and send annual reports to the Senate Homeland Security and Governmental Affairs Committee and the House Transportation and Infrastructure Committee assessing participant characteristics, whether the pilot sped up acquisitions, and whether to extend or make the program permanent.

## Provisions PRIA read

- Pilot federal property buyouts for communities: benefit, high. This bill would create a FEMA pilot allowing selected local governments to apply directly for hazard‑mitigation property acquisition and demolition or relocation help. If your local government is chosen, your household could receive a federal buyout payment or help to move. FEMA would pick no more…
