## Summary

**Prohibits remittance transfers by recipients of certain federal public assistance programs.** The bill would require agency heads to make applicants and reapplicants sign a written declaration, under penalty of perjury pursuant to 28 U.S.C. § 1746, saying they will not transfer funds through a remittance transfer while they receive benefits. A violation would carry a $100,000 fine. The bill adopts the remittance definition from the Electronic Fund Transfer Act and limits covered programs to those listed in paragraphs (1), (2), (3), (4), (5), or (7) of 20 C.F.R. 416.1142(a). The restriction applies to payments or benefits provided more than 30 days after enactment.
