## Summary

**Standardize Scope 3 emissions calculation and reporting.** This bill would have the EPA Administrator study and publish guidance to help certain large "direct emitter" facilities calculate and report indirect, or Scope 3, greenhouse gas emissions. - Direct emitters. Facilities in the EPA’s specified reporting categories would get recommended reporting thresholds and standardized methods for calculating and monitoring Scope 3 emissions. - Environmental Protection Agency. The EPA would have 1 year to complete a study and publish guidance that covers thresholds, calculation methods by source category, monitoring frequency, quality assurance, estimating missing data, and recordkeeping. - Federal and state authorities. The bill preserves the existing authority of the President, federal agencies, and States under current law.
