## Summary

**Stops critical-skill bonuses for VA senior executives based in the VA Central Office.** This bill would bar critical skill incentives for Senior Executive Service employees and comparable senior positions located at the VA Central Office, set narrow exceptions with required senior approvals, and require annual reporting to Congress. - Senior executives at VA Central Office agencies such as the Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration would be ineligible for critical skill incentives even if they perform work elsewhere. - Senior-level employees who are not primarily Central Office staff could still receive incentives, but only on an individual basis and with approval from specified senior VA officers like the Under Secretaries for Health, Benefits, and Memorial Affairs. - Employees whose positions are mainly Central Office but include some work at other VA facilities could receive incentives only for the non-Central Office portion, prorated to time spent there. - The Secretary would have to send an annual report to the Senate and House Veterans' Affairs Committees listing senior-level employees who received critical skill incentives.
