## Summary

**Blocks federal transportation contracts and grants from using LiDAR tied to specified foreign countries and covered LiDAR companies.** The bill would require entities seeking Department of Transportation contracts or grants to certify they will not use covered LiDAR and would bar procurement or funding of such technology. - Contractors and grant recipients would have to provide a certification that no covered LiDAR will be used in contract performance, and loan or grant funds could not be used to obtain such LiDAR. - LiDAR makers and suppliers tied to the listed foreign countries or covered companies would be excluded from federal transportation contracts and grants, limiting their access to that market. - The Secretary of Transportation could grant case‑by‑case waivers by sending a written certification to relevant House and Senate committees at least 15 days before the activity. The bill preserves narrow exceptions for vehicle safety exemptions and for testing, research, evaluation, analysis, or training, and it applies to obligations, expenditures, and contracts entered into on or after June 30, 2026.
