## Summary

**Modernize funding and management of the National Cord Blood Inventory.** This bill would reauthorize the Stem Cell Therapeutic and Research Act as the Stem Cell Therapeutic and Research Reauthorization Act of 2026 and update funding, cord blood inventory standards, transfer authority for units, and the schedule for science reviews through FY2027–FY2031. - Families and patients: The bill would aim to preserve access to high-quality cord blood units by replacing a fixed inventory target with a flexible sufficiency standard and authorizing transfers of units if a bank can no longer distribute them. - Cord blood banks and transplant programs: It would let the Secretary set inventory size and composition based on current scientific and clinical evidence and allow transfers of units when a bank fails standards or closes. - Federal program and funding: The bill would keep the base appropriation at $31.0 million and authorize a new dedicated appropriation of $33.0 million each fiscal year from 2027 through 2031 to support the C.W. Young Cell Transplantation Program. *This bill would increase federal spending by authorizing about $33.0 million in dedicated funding each year from 2027 through 2031.*
