## Summary

**Authorizes the transfer of three surplus F‑14D Tomcat aircraft** to the U.S. Space and Rocket Center Commission in Huntsville, Alabama. The planes must have all combat capability removed and are conveyed by conditional deed of gift. The Commission receives F‑14D maintenance and operations manuals and may accept spare parts so one aircraft can be restored for flight or made display-ready if Navy stock parts are reimbursed at fair market value. The Commission pays all conveyance and upkeep costs and must follow Federal Aviation Administration limits to operate the aircraft. The Secretary may require aircraft to revert to the United States for violations and must approve any subsequent transfers. The transfers are subject to arms control and export laws and the United States is not liable for injury or loss from private use.
