## Summary

**Protecting local electricity distribution systems**. This bill would require States to fold low- and medium-voltage distribution assets into their energy security plans and to address supply-chain and cyber risks to those systems. - States would have to plan for local distribution systems defined as utility-owned infrastructure at or below 100 kilovolts and include risk mitigation, response, and recovery steps. - Electric utilities and suppliers of generation, transmission, and distribution equipment would be explicitly covered by planning requirements and by expanded hazard lists that include weather, physical attacks, and supply-chain vulnerabilities. - Federal roles would change: the Secretary of Energy would have required duties rather than optional ones, submissions would be mandatory though not subject to Secretary approval, the Government Accountability Office would report by Sept 30, 2030 on plan effectiveness and federal assistance use, and the section would sunset on Sept 30, 2031.
