**Standardize and measure JROTC instructor pay and retention.** This bill would require the Secretary of Defense to update Department of Defense guidance within 270 days to add an evaluation plan for the JROTC Standardized Instructor Pay Scale and to set standardized recruiting and retention metrics. - JROTC instructors and applicants will be measured on vacancy rates, time-to-hire, retention and length of service, applicant progress through hiring steps, and reasons offers were declined. - Military services must collect comparable data across services to compare outcomes under the new pay scale with the legacy system and to track geographic differences like high-cost, rural, urban, and isolated locations. - Congress will get a report no later than one year after the updated guidance and annually for two years. Reports must include baseline metrics, an assessment of the pay scale's effects on recruitment and retention, and any recommendations for legislative or administrative action.
