## Summary

**Allows long-held federal excess firefighting aircraft and parts to become owned by eligible State and local users under conditions.** The bill would set strict timelines, eligibility rules, and post-transfer limits tied to public use and national security for items provided through the Federal Excess Personal Property (FEPP) program. - State and local firefighting agencies and other FEPP-eligible users could receive full title to aircraft after continuous possession for 10 years and maintaining "good standing." Transfers could require continued public missions for up to 5 years. - Authorized users holding serviceable aircraft parts could gain title after 5 years of possession or 10 years of possession of the associated aircraft. Those users must keep accurate inventories and follow limits on resale and disposition unless they get prior written consent. - The Secretary of Agriculture would evaluate applications using objective "good standing" criteria, consult Defense and other agencies on export and security limits, and would have to decide on complete applications within 180 days and issue necessary regulations within 18 months.
