## Summary

**Creates a federal grant program to close education and health gaps worsened by COVID-19.** It would fund evidence-based and educator-led projects that tackle academic progress and students' social-emotional, mental, behavioral, and physical health needs. - Would help students and families by supporting tutoring, social-emotional learning, inclusive and culturally responsive curricula, expanded instructional time, and school-based health and disability supports. - Would make local educational agencies, state educational agencies, the Bureau of Indian Education, educational service agencies, nonprofits, institutions of higher education, community organizations, and LEA partnerships eligible for grants. For-profit entities are excluded. - Would divide awards into evidence-based projects and field- and educator-initiated projects that require independent evaluation and public reporting. The program reserves funds for outlying areas and the Bureau of Indian Education and prioritizes rural and high-poverty communities, while directing most funding to proven approaches with a 75% to 25% split. *Would authorize $15.0 billion per year for 2027–2029, $10.0 billion per year for 2030–2033, and $5.0 billion per year for 2034–2036, totaling about $100 billion and increasing federal spending.*
