## Summary

**Expands and modernizes the FTC's power to order monetary and equitable relief.** The bill codifies restitution, contract rescission and reformation, refunds, disgorgement with a restitution offset, and sets a 10-year limitations window while clarifying when courts may issue injunctive and equitable relief. - Consumers and households: Enables courts to order restitution, refunds, and contract rescission for harms up to 10 years before the FTC's suit, and excludes time a defendant spent outside the United States from that 10-year window. - Businesses and defendants: Allows courts to require disgorgement of unjust enrichment but offsets disgorgement by any restitution ordered and limits the lookback to 10 years. - Federal enforcement and courts: Creates two enforcement pathways that preserve injunctive authority and add a route for permanent injunctions and equitable remedies under a new subsection (e). It also corrects drafting issues, removes some bond requirements, and applies these tools to actions commenced on or after enactment.
