## Summary

**State and Tribal self-regulation of hemp** would let States and Indian tribes set their own definitions for hemp and hemp-derived cannabinoid products and opt out of the federal hemp subtitle while preserving age limits and interstate trade rules. - States and Indian tribes could adopt their own hemp definitions and opt out by filing notice through their agriculture office or Tribal government. They would be exempt from certain Department of Agriculture plan requirements if they elect self-regulation. - Consumers and retailers would face a new minimum age requirement for buying hemp-derived cannabinoid products, meaning sellers must check buyer age under the self-regulating regimes. - Producers and shippers keep the right to move hemp across borders. If commerce happens between two self-regulating jurisdictions, products must meet the laws of both places to move legally.
