## Summary

**Creates a National Manufacturing Advisory Council** to connect federal agencies with manufacturers and workers and produce an annual national strategic manufacturing plan addressing workforce, supply chains, and investment challenges. - Manufacturing workers and employers: The council would meet at least every 180 days and advise on training, technology deployment, and skills priorities to help workers adapt. - Distressed, rural, and laid-off communities: It would solicit input from economically distressed and rural areas and recommend policies to expand access to jobs, apprenticeships, and demand-driven training. - Federal policymakers and institutions: The Secretary of Commerce would appoint up to 30 members to staggered 3-year terms, transfer functions from the existing U.S. Manufacturing Council, and receive an annual strategic plan and activity statement for Congress and agencies. *No additional funds are authorized to carry out the council's work, and the council would terminate five years after its first meeting.*
