## Summary

**Supports blind Social Security beneficiaries returning to work.** This bill would create a 20-year demonstration that lets some blind beneficiaries keep entitlement while their monthly benefits are reduced in a predictable way as they earn wages. - Blind workers: Eligibility for the modified benefit would be decided without regard to substantial gainful activity. Monthly benefits would be reduced $1 for every $2 of earnings above the exempt amount and reasonable work expenses, but reductions cannot drop benefits below $0 and benefits cannot be ended solely because of earnings. - Scope and timing: The project would run for 20 years and apply to blind people who receive benefits during the demonstration's first 10 years. - Administration and choice: The Social Security Commissioner may waive parts of Title II and section 1148 to operate the demonstration. Participants may opt out after the 10-year application window.
