## Summary

**Prevents federal creation of centralized voter or citizenship databases.** This bill would repeal Executive Order 14399 and bar federal funds and orders that create or use national voter-registration or citizenship lists or that regulate mail-in and absentee ballots, keeping election rules with the states. - States and local election officials: Reaffirms state control over voter registration and eligibility decisions. Federal agencies could not compel states to produce voter lists or force nationwide list matching. - Postal Service and mail voting: Forbids use of U.S. Postal Service funds to implement federal orders about mail ballots. It also blocks federal regulation of absentee or mail-in voting procedures. - Federal agencies and privacy: Stops cross-agency sharing and data matching of statewide voter registration lists and prevents centralized citizenship or registration databases for federal elections. The bill ties protections to definitions from the Privacy Act of 1974.
