## Summary

**Creates the PIVOTT Program at CISA (Cybersecurity and Infrastructure Security Agency) to build a skilled, two-year–degree–focused cybersecurity workforce through scholarships, internships, and certification support.** It would link classroom training to Federal and non-Federal cyber jobs and include short service commitments. - Students: Eligible two-year and technical students would receive full scholarships covering tuition, travel, lodging, stipends, internships, and certification fees. They could get vouchers for up to 3 certifications and would owe a 2-year service obligation or face repayment. - Employers and governments: Federal, state, local, and tribal agencies and critical infrastructure operators would gain a trained pool of candidates. The Program prioritizes Federal internships and includes steps to prepare students for security clearances. - Institutions and scale: Participating schools must be National Centers of Academic Excellence in Cybersecurity certified or director-approved and sign monitoring agreements. The Program aims to enroll at least 250 students in the first full year and requires a plan to reach 10,000 students per year within 10 years.
