## Summary

**Strengthen FEMA's workforce planning.** This bill would require FEMA to produce a regular human capital operating plan and the Government Accountability Office to review whether that plan meets the bill's requirements. - FEMA employees and leaders would get a full staffing roadmap. The plan would map current and needed staff and skills, set recruitment and retention goals by role and region, attach projected costs, and include performance measures for staffing and training. - Members of the Surge Capacity Force would face clearer rules for membership, training, and rapid deployment. The plan must detail Surge Capacity Force composition and the qualifications or training of non-FEMA members. - The Comptroller General would review each plan and deliver an analysis and recommendations within 180 days to help ensure plans meet the bill's requirements. - Congress would receive the plans, which must be submitted to the Senate Committee on Homeland Security and Governmental Affairs and the House Committee on Transportation and Infrastructure, and the bill prohibits authorizing new funds for its purposes.
