## Summary

**Would create a National Artificial Intelligence Research Resource (NAIRR)** to give U.S. researchers, educators, and students coordinated access to computing, data, models, software, testbeds, and training while setting rules on eligibility, security, fees, and open-source practices. - Researchers, educators, and students would gain coordinated access to shared computational resources, data, models, software, testbeds, and educational materials from federal, state, and nonfederal partners. - The bill would expand AI training and skill-building for the U.S. workforce and enable eligible small businesses, nonprofits, and participants in Small Business Innovation Research and Small Business Technology Transfer programs to request NAIRR resources. - The National Science Foundation would run a Program Management Office to oversee NAIRR, require conformance with National Security Presidential Memorandum 33, exclude certain foreign-country-affiliated individuals, and encourage open-source software. The PMO could set tiered fees, offer a free tier, and retain collected fees to fund NAIRR operations without further appropriation.
