## Summary

**Abolishes the federal draft framework created by the Military Selective Service Act.** It would dissolve the Selective Service System and set rules for transferring its assets, records, contracts, and staff while preserving protections for people who did not register. - People who failed to register: They would not be denied federal rights, privileges, benefits, or employment because they did not present themselves for registration before repeal. States and multistate authorities could not pass or enforce laws that penalize or deny privileges to those individuals. - Conscientious objectors and character reviews: Conscientious objectors’ rights are preserved and no U.S. Government entity could use past failure to register as a basis to find someone lacks good moral character or is unsuited for a benefit or privilege. - System staff and property: Within 180 days, the Selective Service System’s assets, contracts, property, records, and unspent funds would transfer to the General Services Administration. The Office of Personnel Management would help officers and employees move to other executive branch positions and the Office of Selective Service Records would not be reestablished.
