## Summary

**Streamlines procurement of trusted cyber and digital technologies for foreign partners** to help them modernize systems while limiting risky transfers and building long-term ties to U.S. suppliers. - Foreign governments: Creates a demand-driven State Department program that helps partners buy vetted software, hardware, telecom, AI, and cybersecurity products. It requires risk assessments, end-use monitoring, vetting for human-rights abuses and corruption, and bars funds to countries of concern. - U.S. companies and small businesses: Seeks to establish long-term procurement pipelines for U.S. providers, preserves market-based competition, and permits targeted help for small firms so they can compete internationally without unfair advantage. - Department of State and oversight: Establishes an Office of U.S. Technology Procurement with a Director and staff, authorizes up to 10 temporary hires, requires annual reports to Congress and GAO reviews, coordinates with Commerce, DOD, and finance agencies, and sunsets after eight years. *Authorizes up to $500.0 million for the CDT Fund (FY2026–2031) and $2.0 million for Office operations (FY2026–2028).*
