## Summary

**Limit large contributions to super PACs.** This bill would amend the Federal Election Campaign Act of 1971 to place reasonable limits on contributions to independent expenditure committees and to treat accounts used for independent spending as subject to those limits. - Donors: Individuals who now supply huge sums to super PACs would face contribution limits. In 2024 the top 1 percent of individual super PAC contributors supplied about 96.9 percent of individual super PAC donations. - Independent expenditure committees: A committee that makes independent expenditures or contributions of at least $5,000 in a calendar year would be treated as an independent expenditure committee and be subject to standard contribution limits. - Elections and public trust: Sponsors say the bill aims to reduce corruption risks, curb outsized influence, and limit pathways for foreign interference. Independent expenditures rose more than 700 percent from 2008 to 2020 and totaled about $4.5 billion in 2024.
